The Club and four individuals have been sanctioned for misconduct between March 1, 2019 and July 16, 2019 in violation of EFL rules.
It is alleged that Reading FC, together with Nigel Howe, Sue Hewitt and Michael Gilkes, acting on behalf of the club, and intermediary Glenn Twomblya, agreed that the latter had an interest in relation to the right of registration or financial rights to receive payments based on the player's future transfers in breach of the FA's intermediary rules.
Reading FC, Nigel Howe, Sue Hewitt and Michael Gilkes denied breaching the intermediary rules but admitted allegations of misconduct. However, the Independent Regulatory Commission found all the allegations to be true and subsequently fined Reading FC £200,000, while Nigel Howe was fined £5,000 and banned for a total of 12 months. For the first six months, Nigel Howe was suspended from player contract negotiations and transfer-related activities, and for the second six months he was suspended from all football-related activities. Sue Hewitt and Michael Gilks have both been warned about their future conduct.
Intermediary Glenn Twemboa denied all the allegations, but they eventually proved to be substantiated and he was fined £15,000 and suspended for six months from October 4, 2024 from all football-related activities, including intermediary and soccer agent services.
