The blueprint plans three stages of development by 2025, 2030 and 2035, and includes actively bidding for the 2031 Women's World Cup as one of the goals of the third stage.
The blueprint is divided into three core parts: "General Requirements", "Main Tasks" and "Guarantee Measures". The blueprint proposes that by 2025, the environment and atmosphere for the development of women's football should be optimized, and a solid foundation for the development of women's football should be laid. The body-education integration youth training system of women's soccer will be constructed initially, and the body-education integration women's soccer youth training centers jointly built by CFA and local communities will reach 30; the women's soccer league system will be gradually improved, and the number of teams participating in the three-level league of Women's Super League, Women's A League, and Women's B League will reach 50; and the women's national team will strive to achieve the top eight places in the Women's World Cup in 2023 and the Olympic Games in 2024.
Looking ahead to 2030, China's women's soccer will return to the ranks of the world's top teams. The women's soccer league organization and competition level will reach the first-class level in Asia; the women's soccer youth soccer population will grow significantly, the training level and competitive performance will improve significantly, and the women's youth national team will strive to enter the top four of the World Cup; the women's national team will strive to achieve the top four places in the Women's Football World Cup in 2027 and the Olympic Games in 2028.
By 2035, women's soccer in China will have achieved comprehensive development. The number of women's soccer participants and the degree of socialization will have increased significantly, and soccer will have become a sport in which women generally participate; the organization of women's soccer leagues and the level of competition will have reached the world's first-class level; and the country will actively bid to host the 2031 Women's World Cup, striving to achieve a top-three finish in the 2031 Women's World Cup and before the 2032 Olympic Games.
