In Beijing on April 4, the latest news in the soccer world revealed that the Chinese Football Association (referred to as the "National Football Association") has not withdrawn the provisions of the National Football Association's notice on the adjustment of the guidelines for the 2020 professional league season, which was released on December 31, 2019, regarding the adjustment fee for the attraction of reinforcements. The notice clearly states that the standard of the transfer and reinforcement adjustment fee for domestic and foreign players will remain stable, and the levy of the adjustment fee will be changed from the full amount to the difference (i.e., the adjustment tax will be levied only on the part of the transfer fee that exceeds the standard).
In retrospect, has the NFA ever actually charged a reinforcement adjustment fee? The answer is obviously yes.
On March 19, 2019, the National Football Association (NFA) made a public announcement on the transfers completed by Chinese Super League (CSL) and Chinese First Division (CFA) clubs during the winter registration transfer period. The public information reveals that four key foreign aiders from the winter transfer window, including Talisca, Paulinho, Fellaini and Hamsik, have paid the adjustment fee. Together with the figures for 2018, a total of eight foreign aid transfers have involved the payment of adjustment fees, including Bakambu and Bieira of Guoan, Paulinho and Talisca of Guangzhou, Hamsik and Carrasco of Dalian, Fellaini of Shandong Taishan, and Modeste of Tianjin Tianhai. The total regulatory fees for the transfer of these players amounted to billions of RMB. It can be seen that Guoan, Guangzhou, Dalian Ren, Taishan, and Tianjin Tianhai before its dissolution, have all paid this fee.
